FREQUENTLY ASKED QUESTIONS BY SERVICE PROVIDERS FOR APPLICATION SUBMISSION FOR SEP 2011

1. Do I have to submit an application again if my programmes had been endorsed under SEP 2010?
No, under SEP 2010, all endorsed programmes (with the exception of Swimming programmes) will be valid from January 2010 to December 2011. 

In view of the transition to two year endorsement system, there will be an one-off application in September 2010 for SEP 2011 with an endorsement period from Jan 2011- Dec 2011 for newly registered sports service providers to submit their programmes and for existing sports service providers with endorsed programmes to submit new programmes. Sports Providers with endorsed swimming programmes under SEP 2010/2011 will have to resubmit the existing endorsed programme(s).

All programmes will need to be resubmitted and assessed by the SEP Assessment Panel in SEP 2012 with programme(s) endorsement period of TWO years. To resubmit programmes, click on the "submit new programme" to complete a survey. After which, return to home page, and click on "resubmit programmes". Select the currently endorsed programmes that you want to resubmit.

 

2. How long is my endorsement valid for?
Endorsed programmes under SEP 2010 are valid from Jan 2010 – Dec 2011. Programme endorsement shall be valid for two years. 

For programmes endorsed under SEP 2011, the endorsement period is for ONE year that is valid from Jan 2011-Dec 2011.

For SEP 2012 onwards, all endorsement period will be for TWO years.

 
3. If I miss this application window, when can I submit my programme(s) to be endorsed under SEP?
In view of the transition to two year endorsement system, there will be a one off application in September 2010 for an endorsement period from Jan 2011- Dec 2011. All application process will be completely migrated to a two-year endorsement system. Please apply for an SEP portal account to receive regular updates on SEP, including information on the next application window.

 

4. Who are in the SEP Assessment Panel?
The panel is made up of representatives from SSC, MOE, schools, sports educators and practitioners.

 

5. Can schools use other grants (E.g. HPB’s CHERISH grant) to pay for the other 50% of the cost of the programme?
The SEP grant is not to be used in conjunction with other government funding schemes (excluding MOE’s schemes). The other 50% of programme costs can be obtained from the school’s operation funds, students’ Edusave, or directly from the students.

 

6. Is there a maximum number of programmes that I can submit for endorsement under SEP?
No, you can submit as many programmes as you like, as long as they adhere to the conditions set out in the Programme Endorsement Application Guidelines.

 

7. What certifications must I submit for my programme/ instructors/ coaches?
Please submit: 

Programme:
1. Description of each session
2. Risk Assessment Management plan
3. Photos (if applicable)
4. The number of instructors / coaches submitted for the programme must be enough to tally with the Instructor to student ratio and group size stated. (ie: if the ratio is 1: 20, and the group size is 40, 2 eligible instructors / coaches must be submitted)   

Instructors/ Coaches:  
1. Minimally an NCAP Theory level 1 or its equivalent (for certifications with equivalent standards, it is highly encouraged to seek accreditation before submission) 
2. NROC/ NCAP technical certifications (especially if the local NSA is offering NCAP technical certifications for that sport type you are coaching) and/or
3. Other equivalent technical certifications to prove that you are able and capable of coaching the sport (please also submit transcripts, course syllabus etc)

8. What happens if my instructors/ coaches are not First-Aid certified?
It is a strict requirement that all instructors/ coaches delivering programmes in schools must hold valid Standard First Aid certificates. If your instructors/ coaches are currently not certified, they will need to enroll themselves soonest possible to be certified. A list of the venues conducting such courses is available here

 

9. If my instructors/ coaches are part-time staff, do I still have to submit their details?
Yes, so long as these are the coaches/ instructors that will be conducting your programmes in schools, they have to be evaluated.  

 

10. I am applying as an Individual. Can I submit details for more than 1 coach?
No. Individuals are only allowed to submit application for themselves as the coach for the programme.

 

11. How soon would I know the results of the assessment?
You can expect to be notified by SSC via email within two (2) months after the submission deadline.

1. What types of programmes are eligible for endorsement? 
Programmes can be in either of these categories: 
(a) Sports Exposure 
      - One-off events/ programmes
      - Aims to introduce a sport to the masses
      - Convey that sports is fun and easy to do
      - Examples are: sports clinics, camps, tryouts, events or carnivals within the school 
(b) Sports Play
       - Structured, regular instructional courses (LTP Level 1)
       - Facilitate the learning of a sports skill at the beginner level
       - Learning of basic information and skills of a particular sport
(c) Sports Development
       - Follow up from Sports Play programmes
       - Structured, regular instructional courses at a more advanced level (e.g. Level 2, 3 and so on)
       - Provide age-appropriate and higher level skills from Sports Play
(d) Sports League
       - Intra-school competitions (e.g. inter-class competitions) that take place over prolonged period
       - Participating teams have opportunity to play against each other on regular basis

2. After my programmes have been endorsed, how do I update SSC on my submission when I recruit new coaches/ instructors or obtain new certifications?
SSC allows providers to update information on coaching related matters, e.g. additional coaches’ information, new certifications, removal of coaches etc, via the SEP portal. Login to your account and click on the "Manage Coaches" module. For submitting new coaches details, all soft copies of relevant certifications and standard first aid certifications will have to be submitted. SSC will then approve/ disapprove the coach.

3. Can I alter my programmes after they have been endorsed? 
No, changes to the content of the programmes endorsed by the SEP Assessment Panel will not be allowed. You are only allowed to make changes to the contact details of the contact person in charge of the programme. 
    

4. Can we market our programmes to schools?
Yes. Providers providing endorsed programmes are strongly encouraged to market their programmes to schools. However, not all schools under MOE may be involved in SEP. Please click on the "contacts" module to browse through schools that are under SEP

FREQUENTLY ASKED QUESTIONS BY SCHOOLS

1. How does SEP work?
SEP comprises of 2 components, namely:
(a) Endorsement of Programmes - An Assessment Panel consisting of representatives from MOE, schools, SSC, sports educators and practitioners will select and endorse programmes, which have been submitted by service providers. Endorsement of programmes is to be renewed on a yearly basis.
(b) Grant to Schools – Schools will be provided with a dollar-to-dollar matching grant of $10,000 per calendar year for them to take up sports programmes from the SEP endorsed list.

2. What can the SEP grant be used for?
This grant can be used by schools to subsidise 50% of the cost of sports programmes endorsed under SEP. The grant can only be used for SEP endorsed programmes and is only applicable to schools which have opted in for SEP.

Claimable expenses under the SEP grant include what have been quoted in each programme. Additional costs not listed in the description of programmes (such as transportation of students, cost of buying equipment, entry fees to facilities etc) should be undertaken by schools.

3. How can my school opt in for SEP?

4. How do I book for a programme under SEP?
For schools that have opted in for SEP, you do not need to go through SSC to book programmes. Schools may refer to the list of endorsed programmes for the respective calendar year and proceed to contact the provider directly to arrange for the programme/ event to be organised. 5. Does my school need to request for 3 quotes to book a programme under SEP? Does my school need to go through the GeBIZ platform to procure any SEP endorsed programme that costs more than $3,000?
For small value purchases of programmes from the SEP Vendor List (i.e. where EPV - Estimated Procurement Value does not exceed $3,000), the school can procure directly from any vendors from the SEP Vendor List. Schools do NOT need to raise Direct Purchase Orders (DPOs) to the vendors from the SEP Vendor List.

For purchases of programmes from the SEP endorsed list which exceed $3,000 but does not exceed $70,000, schools can adopt waiver of competition if the programme is unique and no alternative provider exists in the SEP Vendor List. (i.e. Sports that have only one provider) The information (such as price, content, duration and credential of trainers) found in the SEP endorsed list will be treated as "quotes" and schools can use the information to evaluate the offered programmes to fit their requirements. Schools shall seek QAP's (Quotation Approving Panel) approval before raising DPOs to the vendors. The evaluation and approval process will be done manually outside GeBIZ.

6. Can my school accept discounted prices that vendors offer and still make the 50% claim out of the SEP grant?
Yes. As long as the programme has been listed as an endorsed programme and the vendor makes it clear in the invoice that a discount has been offered, schools can still claim 50% of the cost incurred out of SEP grant.

7. Can I use Edusave and other forms of school funds to pay for the remaining 50% of the programme cost?
Yes. Schools may use the Edusave Grant, Edusave Pupils’ Fund, School Operating Fund or other school funds to pay for the cost not covered by the grant. They have to comply with prevailing regulations governing the use of funds from these sources.

8. How do I claim for the funds used for SEP?
(a) For Government and Government-aided schools:
Schools will need to charge 50% of claimable expenses to IFAAS Project Code 500042 (SSC-SEP Grant) while the remaining 50% of the payment has to be borne by schools.

(b) Independent Schools/ Specialised Independent Schools/ Special Education Schools:
Independent and Specialised Independent Schools will need to pay 100% from school’s own funds first. Funds will be reimbursed to schools by 31 March based on the final report submitted through the SEP portal.

Note: All schools must login to SEP portal to submit a final report for programmes conducted, accompanied by soft copies of invoices by 31 Dec.

9. Can we carry forward any unused portion of the $10,000 grant to the following year?
No. Schools are encouraged to uitilise as much of the grant as possible by the end of each calendar year.


10. Can my school use a vendor that is not a SEP endorsed programme provider and claim for 50% of cost from the SEP grant?
No, the SEP grant can only be used to engage providers who supply endorsed programmes under SEP. If a vendor you know is not in the endorsed list, you may like to inform them to register online for a login account, so that they can be informed of how to apply for endorsement for the next year.


11. Can my school book and pay for programmes in the SEP endorsed list using the school's funds and not the SEP grant? 
Yes.
